The solution of this problem makes it possible to enhance building ecological and maintenance safety, to reduce hydrocarbon fuel consumption, and to improve life standard of people. The requirements to energy efficiency and improvement of building energy efficiency should be provided at all the stages of building life cycle. Now use of innovative technologies in development of energy effective civil engineering is very necessary. Due to the need of application of modern energy saving technologies thermo-technical risks increase in construction. These risks include deterioration indoor climate, condensation of moisture in the building components, decrease in thermal performance and others. Field testing control and development of new design decisions are necessary for decrease in thermo-technical risks. It is necessary to generalize experience of modern construction. The questions considered in the monograph allow to solve actual problems of effective use of energy resources in construction.
