Since the fall of the communist regime in early ‘90s, Albania has been through transition and long term reform processes until nowadays. All the on-going processes of changes in the governmental reform (which are still rapidly occurring) have made it very difficult to clearly evaluate the effectiveness and the efficiency of these changes. In the 1990s, right after the collapse of the communist regime, the system began to shift to a more decentralized Local Government system. Decentralization reform and local autonomy, are a secure lead to strengthening of the democracy and rule of law and the improvement of the quantity and quality of public services that meet local needs in the most efficient and effective way possible, or in other words will contribute to achieve increasing standards of good governance.
